The ABCs of Land Use: Free Introduction to Portland Zoning – Nov. 13

The Portland Bureau of Planning and Sustainability and the Northeast Coalition of Neighborhoods (District 2) are hosting a free hybrid training on Thursday, November 13, 2025, from 6:30–8:00 p.m. called “ABCs of Land Use: An Introduction to Portland Zoning.” Attend in person at the King Elementary Annex (4815 NE 7th Ave) or online via Zoom.

Hi East Columbia neighbors! If you’ve ever wondered how land use and zoning decisions get made in Portland—or how to find and interpret zoning information—this event is a great place to start. The Portland Bureau of Planning and Sustainability (BPS) is teaming up with District 2 and the Northeast Coalition of Neighborhoods (NECN) to offer a free, accessible “Zoning 101” session open to anyone interested in understanding how planning shapes our city.

What You’ll Learn

This introductory session is designed for community members who are new to land use and zoning, or for those who’d like a refresher on the basics. Topics include:

How land use planning works in Portland
The basics of Portland’s zoning system
Where to find public information and resources to navigate zoning and planning tools

Shoebox Gifts for Kids Around the World

TL;DR:
Our neighbors at Columbia Community Bible Church (420 NE Marine Drive) are inviting the broader East Columbia community to join them in collecting small gifts for children in need through the Samaritan’s Purse Christmas Shoebox program. Drop-off times: Sundays 10 AM–12:30 PM or Tuesdays 2–3:30 PM. Boxes will be packed on Sunday, November 16.

What’s Happening

Each year, the Samaritan’s Purse Operation Christmas Child project sends shoeboxes filled with toys, school supplies, and personal care items to children around the world who might not otherwise receive a gift during the holidays. This simple act of kindness can make a lasting difference in a child’s life.

Columbia Community Bible Church—a valued part of our East Columbia neighborhood and a generous host for some of our ECNA meetings—is inviting the community to take part in this year’s effort. Neighbors are encouraged to drop off new, small gifts that can fit inside a standard shoebox—one for either a boy or a girl aged 5–9. Suggested items include small toys, school supplies, and hygiene items like soap, toothbrushes, gloves, and scarves.

All items will be gathered and packed on Sunday, November 16 from 10 AM to 12:30 PM before being shipped to children in need around the world. Community members are warmly welcome to stop by during that time, or to attend the church’s “Sweet Hour of Prayer” (10–11 AM) or worship service (11 AM–12:30 PM).

How to Participate

Drop-off times:
• Sundays: 10:00 AM – 12:30 PM
• Tuesdays: 2:00 – 3:30 PM
A blue collection tub is located just inside the front doors of the church at 420 NE Marine Drive, Portland.

You’re Invited: May 14 – ECNA Meeting on New Development Proposal

A representative from SEI (Self Enhancement, Inc.) will join our May 14 East Columbia Neighborhood Association (ECNA) meeting to discuss a proposed development on NE 13th. Come learn more and ask questions!

What’s Happening

Hi neighbors! As many of you have noticed, there is a proposed housing development on the east side of NE 13th Avenue, between South Shore Road and NE Gertz Road. This proposal has raised some important concerns from the community—particularly around zoning changes, the density of the housing units, environmental effects, and stormwater runoff.

In response, ECNA has invited a representative from Self Enhancement, Inc. (SEI), the organization behind the proposal, to come speak with our community. This will be a chance to hear directly from SEI, ask questions, and better understand the vision for this project.
