Summary
Portland, OR—The Cleaner Air Oregon Fiscal Advisory Committee for the Hazard Index rulemaking will hold a meeting on Monday, Sept. 23, 2019, from 1 p.m. to 5 p.m. The purpose of the meeting is for the Oregon Department of Environmental Quality to obtain input from the committee on potential fiscal impacts associated with proposed rule updates to DEQ’s Cleaner Air Oregon program related to setting health standards for certain air toxics at existing facilities across Oregon.
DEQ will consider input from the committee related to potential cost impacts associated with proposed rules that would assign more protective health benchmarks, called Risk Action Levels, to certain toxic air contaminants that are expected to have developmental or other severe human health effects. DEQ will propose rules with the new Risk Action Levels to regulate existing sources that emit these chemicals, for approval by the Environmental Quality Commission. This rulemaking implements a process set out in Senate Bill 1541, passed by the Oregon Legislature in March 2018.

The meeting is open to the public, but discussion will be between committee members only. Phone participants will be able to listen to the question-and-answer period.
Additional Information
The public will be able to submit formal comments on the proposed rules during the rulemaking public comment period later in 2019. DEQ and OHA will review public comments as part of the formal rulemaking process to propose final rules for decision by the Environmental Quality Commission.
