Environmental Services Rate Study On Wednesday, June 14th, the City of Portland’s Bureau of Environmental Services (BES) will hold an informational discussion about rate updates, focused on customers located in the Drainage Districts. A staff representative from the Drainage Districts will be there to speak to the complementary, but separate, services we provide to keep people and property safe from flooding.

Join us for a community conversation about Environmental Services and how we charge sewer and stormwater rates to deliver essential services

Environmental Services sets sewer and stormwater rates based on the cost of providing sewer and stormwater services, which are essential for protecting public health and the environment. Environmental Services staff are recommending an update to the way we charge rates. City and bureau equity and affordability goals have informed development of the recommended approach. 
   
Portland Bureau of Environmental Services is holding a discussion with residents and property owners in the Drainage Districts about the BES rate study and its impacts on ratepayers.

What:   A presentation and conversation about updating the way Environmental Services charges rates. 
 
When:  Wednesday, June 14:  6 p.m. to 7:30 p.m.
 
Where: These discussions will take place online via Zoom.  Please click here to register if you would like to attend.
 
Why:    Engagement with community members and ratepayers will help inform how BES implements the updated rate structure. Our hope is to share our proposed recommendations with drainage district residents and property owners, and to hear your thoughts and suggestions on how to improve the recommendations.

Informational Presentations
Environmental Services will be offering information sessions throughout the community. These informational presentations will occur throughout the spring and early summer.

Environmental Services employees will be available for one-on-one meetings for deeper conversations about specific technical topics or to answer specific questions in more detail.

Council Adoption 
Changes are planned to go into effect starting in July 2024. Proposals will be voted on by City Council in the first half of 2024.

The IBR program will be holding in-person Neighborhood Forums in May and June to give local community members adjacent to the program area an opportunity to speak directly with IBR staff about their questions and concerns and to learn about the environmental review process and what is being studied, financial plan, upcoming urban design work, and future opportunities for community engagement. The IBR program is planning to hold one forum in Vancouver and one forum in Portland.

Summer Hosting Opportunity for Families

Host a high school or college student from Japan for 1-4 weeks this summer! Hosting an international student is a great way to learn about a new culture, establish global friendships, and introduce young people to the great wide world. It is an impactful experience centered around international collaboration, solidarity, and education. The students are coming to share cultures, practice English, and become part of an American household. Students will have weekday English classes and activities at Portland State University or Pacific International Academy, commuting on public transit. (We also have long term college students enrolled at PSU, PIA, PCC campuses, Clark College, and Lewis and Clark College.) Students bring their own spending money and are covered by comprehensive medical and accident insurance. Families receive orientation materials, 24/7 support, and a small hosting stipend. The Interstate Bridge Replacement program will host in-person neighborhood forums on Wednesday, May 31 in Vancouver and Tuesday, June 6 in Portland. Community members are invited to participate and ask questions of program staff, regardless of where they live.  

Interstate Bridge Replacement Program neighborhood forums:

and 

When:            5 to 8 p.m., Tuesday, June 6 

Where:           Oregon Association of Minority Entrepreneurs, Large Conference Room, 731 N Hayden Meadows Drive, Portland, Oregon 97217 

No formal presentations will be provided. Attendees are welcome to come and go at their leisure during the three-hour events to view maps, design visualizations and program information on the following topics: 

  • Program overview including schedule, cost and funding estimate 
  • National Environmental Policy Act process  
  • Design options being studied 
  • National Historic Preservation Act process to identify historic properties 
  • Urban design work 
  • Future and ongoing community engagement opportunities

Invitation to Join the SOLVE Delta Park Neighborhood Trash Pick Up 5/24/23

Hello North Portland neighbors,

I wanted to let you know about an exciting event that SOLVE has planned in your neighborhood coming up.

On Wednesday May 24th we are hosting a Delta Park neighborhood trash pickup event. Here is a link with more information and to register: SOLVE | Family Friendly Delta Park and North Union Cleanup (solveoregon.org)

We will have the check-in table near the sand volleyball courts and the event will run from 10 am to noon. We are notifying local neighborhood associations and community groups in the Kenton, East Columbia, Bridgeton, and Hayden Island neighborhoods to invite you to come join us for this event.

We would also appreciate your help promoting the event so that we can get more volunteers to make as big an impact as possible in the area.
